Apple released a statement on App Store Connect earlier today announcing the upcoming app store price changes. Effective immediately, the increase in price is due to tax changes in several countries.
App Store Price changing for these countries
The changes are effective immediately to accommodate tax changes in Colombia, Taiwan and Pakistan.
Colombia: A 19% Value Added Tax (VAT) was introduced on January 1, 2019.
Taiwan: A 3% Corporate Income Tax (CIT) applicable to a portion of sales was introduced.
